Which beaches need a reservation?

The big South Beach crossing lot is the best walk-on option in the state park system.
When a reservation is actually required

Booking opens weekly, not in advance
- Tuesday 11am — for the coming Saturday

Weekly only — you cannot book further ahead than the current week.
- A no-show reservation stays valid, does not free the space for anyone else, and is not refunded or transferred.
- Off-peak permit holders cannot drive on during reservation periods at all.
- Print it. A digital copy is accepted as backup, not as the primary.
The 4pm rule
Annual and two-year permit holders can drive on without a reservation after 4pm, even on a peak Saturday.
You must be off the beach by 8am the next morning.
This is the most useful practical fact in the section and it is barely published. Evening fishing on a peak weekend needs no reservation and no $4.
Free access, no permit at all
Every Delaware State Park has a walk-on stretch anglers can fish, usually just outside the lifeguarded zone. No permit, no reservation, no fee — and it's the right answer for anyone in a rental house for a week who isn't going to buy a $180 permit for one trip.

The surf-fishing crossings are where a dog is legal in July.
Dogs may go into surf fishing vehicle areas year-round, on a leash of six feet or less.
Every ocean beach town shuts dogs out for the summer, and the state's own swimming and sunbathing beaches are closed to them from May 1 to September 30. The drive-on sand is the exception, and almost nothing tells visitors that.
It is the vehicle areas specifically — not the guarded beach next to them, and not the dunes. A closure for nesting birds shuts the dog out along with everything else.
The permit gets the vehicle into the parks as well
A current surf fishing vehicle permit also gets that vehicle into the day-use areas of most Delaware State Parks, free, during the fee season.
It changes the arithmetic. A $90 resident annual permit against a $5 day rate pays for itself in eighteen visits — and if you were going to the parks anyway, the surf fishing is the part that comes free rather than the other way round.
It's the vehicle that's admitted, not the person. And it is most parks, not all — this site has not established the exceptions.
A bird can close the beach you already paid for.
The Point at Cape Henlopen has closed annually since 1993 for piping plover, least tern and migrating shorebirds — in 2026 it closed on 1 March. The ocean-side habitat reopens 1 September, the bayside not until 1 October. Closures can also appear mid-season: in 2023 a single plover nest shut part of Gordons Pond and forced DNREC to split it from Herring Point in the booking portal.
Your $4 reservation is non-refundable and non-transferable. A beach can close between booking and arrival.
The same sand is four things at once: a drive-on fishing beach, protected plover and tern nesting habitat, a red knot stopover feeding on horseshoe crab eggs, and one of the few beachesa dog is legal on in summer. That's why it closes, and why the closure isn't negotiable.
- TideA high tide can leave no drivable sand between the water and the dune line. The crossing stays open and the beach becomes impassable.
- WeatherStorms and overwash close crossings at short notice, and the reservation you hold does not survive it.
- NestingPiping plover, least tern and migrating shorebirds. The Point at Cape Henlopen has closed every year since 1993.
Why don't Delaware residents get priority on reservations?
The Division of Parks and Recreation takes federal Land & Water Conservation Fund money, which prohibits discriminating by residence — including preferential reservation, membership or annual permit systems. Anything offered to residents has to be equally available to non-residents for the same period.
