Free permits. Delaware firefighters and EMTs can get an annual pass or surf fishing permit free, applied for through their fire company or the Delaware Volunteer Firefighters Association.
It takes three to four weeks to arrive
Permits take three to four weeks to arrive. You get a 30-day virtual permit to use while you wait, so a May purchase still works for a June trip — but only just.
When an off-peak permit is valid
Seven days a week 1 February – 29 May and 6 September – 31 December. Monday to Friday only between Memorial Day and Labor Day, excluding Memorial Day, 4 July and Labor Day themselves.
The licence exemption almost nobody explains
A valid surf fishing vehicle permit exempts the permit holder from needing a fishing licence — but only while the vehicle is on a designated Delaware State Park beach.
Everyone else in the vehicle still needs their own licence. A father with a permit is covered; his adult son standing beside him is not. This is exactly what gets people ticketed, and nobody lays it out.
Residents 65 and over don't need a permit but must show proof of residency.

The FIN number catches people out: it's free, it's separate from the licence, and everyone 16 and over needs one — including anglers who are exempt from the licence itself.

- 4WD, minimum 7 inches of ground clearance, street-legal and registered, permit displayed.The only source found for the clearance figure is a 2019 post. Verify before publishing.

- Sales cap
- None. The old 17,000-permit annual cap is gone.
